India’s New AI Guidelines Prioritize User Control and Transparency

The Ministry of Electronics and Information Technology (MeitY) has released the India AI Governance Guidelines, establishing a ‘human-centric’ framework for artificial intelligence development and use.

AI systems must be ‘understandable by design’ with clear explanations for users and regulators. The framework requires transparency about how systems are designed, who’s involved, and how data flows through development stages.

Accountability and Redressal

AI companies must establish accessible grievance mechanisms available in multiple languages and formats. These systems should “make it easy and reliable for individuals to report harms or concerns.”

Addressing AI Risks

The guidelines identify specific threats including deepfakes, algorithmic discrimination, and national security risks. The report calls for an India-specific risk assessment framework based on empirical evidence of harm.

Particular emphasis is placed on ensuring AI outcomes are “fair, unbiased, and do not discriminate against anyone, including those from marginalised communities.” The framework aims to leverage AI for inclusive development while mitigating exclusion and bias risks.
