Rio de Janeiro Governor Claudio Castro emphasized the severity of the situation, stating, “This is the magnitude of the challenge we face.” He characterized the gang’s activities as “no longer a common crime; it is narco-terrorism,” using terminology popular among tough-on-crime leaders in the Americas.
