A new section in the API terms specifically targets “AI Providers” and prohibits them from offering general-purpose AI assistants on the platform.

System Strain and Platform Limitations

Meta explained that the surge in general-purpose chatbots has strained WhatsApp’s systems with increased message volumes and support requirements that the platform wasn’t designed to handle. “The WhatsApp Business API is built for businesses serving customers, not for chatbot distribution,” a Meta spokesperson told TechCrunch.

“Our focus is on supporting tens of thousands of businesses building these experiences on WhatsApp.”

The decision effectively positions Meta AI as the primary AI assistant on WhatsApp, preventing competitors from leveraging the platform to distribute their AI solutions while maintaining support for business-focused AI implementations.
