US President Donald Trump announced sweeping 100% tariffs on Chinese exports and comprehensive software export controls, effective November 1, 2025. The decision comes in response to China’s new export restrictions and additional port fees targeting US shipping interests.
“It has just been learned that China has taken an extraordinarily aggressive position on Trade in sending an extremely hostile letter to the World, stating that they were going to, effective November 1st, 2025, impose large scale Export Controls on virtually every product they make, and some not even made by them. This affects ALL Countries, without exception, and was obviously a plan devised by them years ago. It is absolutely unheard of in International Trade, and a moral disgrace in dealing with other Nations,” rump posted on his Truth Social platform.
“Based on the fact that China has taken this unprecedented position, and speaking only for the U.S.A., and not other Nations who were similarly threatened, starting November 1st, 2025 (or sooner, depending on any further actions or changes taken by China), the United States of America will impose a Tariff of 100% on China, over and above any Tariff that they are currently paying,” he further said. “Also on November 1st, we will impose Export Controls on any and all critical software.”
Escalating Trade Conflict
Earlier on Friday, Trump had threatened “massive increase of tariffs” following Beijing’s export controls on rare earth elements and key materials. The President also canceled his planned meeting with Chinese President Xi Jinping at the upcoming APEC summit in South Korea, stating “there seems to be no reason to do so.”
China’s Immediate Response
Beijing retaliated by announcing additional port fees per voyage for vessels owned, operated, or built by US entities, or flying the US flag. The measures take effect from Tuesday.
The Chinese ministry condemned the US actions as “clearly discriminatory” and warned they “severely damage the legitimate interests of China’s shipping industry, seriously disrupt the stability of the global supply chain, and seriously undermine the international economic and trade order.”
According to Reuters, Beijing’s commerce ministry described the countermeasures as “justified” self-defense aimed at protecting fairness in global shipping and shipbuilding markets.
