Finance Minister Nirmala Sitharaman introduced two key bills in the Lok Sabha on Monday, marking the start of Parliament’s Winter Session. The proposed legislation seeks to impose a new cess on tobacco products and their manufacturing processes.

Details of the Proposed Bills

The two bills introduced are the Central Excise (Amendment) Bill, 2025, and the Health Security se National Security Cess Bill, 2025. According to the Finance Minister, the cess is designed to “augment the resources for meeting expenditure on national security and for public health.” The levy would apply to the machines or processes used in manufacturing specified goods.

Opposition from MPs

The bills faced immediate pushback from opposition members. AITC MP Sougata Roy opposed the Central Excise Bill, arguing it fails to mention the dangers of tobacco on product packets and seems primarily aimed at collecting excise duty.

Roy also objected to the Health Security Cess Bill, stating he is against any cess not shared with states. He termed the bill ambiguous and noted it lacked information on the dangers of tobacco.

DMK MP DM Kathir Anand raised concerns about the financial impact, stating that while the bill appears technically sound, it “imposes a severe financial burden on the ordinary citizens of India.”

Wider Legislative Agenda

The government has listed a total of 13 bills for consideration in the Winter Session, many of which have not been reviewed by a parliamentary standing committee. Other significant bills on the agenda include amendments to the Insolvency and Bankruptcy Code, the Jan Vishwas Bill, the Atomic Energy Bill, and the proposed Higher Education Commission of India Bill.

The Winter Session of Parliament is scheduled to continue until December 19, 2025.
