Partnership Details

The Government of Maharashtra signed a Letter of Intent with Starlink Satellite Communications during a meeting with Lauren Dreyer, Vice President of Starlink, in Mumbai. The collaboration aims to connect government institutions, rural communities, and critical public infrastructure in regions struggling with poor internet access.

Strategic Importance

The Maharashtra-Starlink partnership supports the state’s Digital Maharashtra mission and integrates with key initiatives including electric vehicle expansion, coastal development, and disaster resilience programs. Fadnavis described this as a “giant leap towards a future-ready Maharashtra” that sets benchmarks for Prime Minister Narendra Modi’s Digital India mission.

“With this landmark decision, Maharashtra will lead India in satellite-enabled digital infrastructure,” Fadnavis stated.

Regulatory Background

Starlink received clearance from Indian space regulator IN-SPACe in early June, obtaining licenses for GMPCS services, VSAT services, and ISP Category-A under unified license. The company faces initial restrictions of serving 20 lakh customers across India with speeds up to 200 Mbps.

Broader Telecom Partnerships

Airtel and Jio have also partnered with Starlink to distribute high-speed satellite internet services through their dealership networks. Satellite telecom is expected to provide essential connectivity in remote interior areas where conventional services remain costly and unreliable.
