Government Mandates Labels for AI-Generated Content on Social Media

The Indian government has proposed new rules requiring social media platforms to clearly label all synthetically generated or AI-created content. This major regulatory move aims to combat the rising threat of deepfakes and AI-driven misinformation.

New Technical Requirements

The Ministry of Electronics and Information Technology’s draft amendments to IT Rules, 2021 introduce clear definitions for “synthetically generated information.” Platforms facilitating AI content creation must ensure prominent labeling with permanent unique metadata.

The identifier must be “visible or audible, covering at least ten per cent of the surface area of the visual display or, in the case of audio content, during the initial ten per cent of its duration,” according to the rules. This metadata cannot be altered, suppressed, or removed.

Accountability Measures

Platforms that knowingly permit unlabeled or falsely declared AI-generated content will be considered to have failed their due diligence obligations under the IT Act. Services enabling synthetic content creation must also implement technical measures to verify and declare AI-generated uploads.

The ministry stated this initiative supports its broader goal of maintaining an “open, safe, trusted and accountable Internet” while addressing risks of misinformation, impersonation, and election manipulation through generative AI.

Industry Response

Mahesh Makhija, Partner and Technology Consulting Leader at EY India, endorsed the proposals: “Labelling AI generated material and embedding non-removable identifiers will help users distinguish real content from synthetic. This will serve as the foundation for responsible AI adoption, these measures will give businesses the confidence to innovate and scale AI responsibly.”

In related developments, the government recently selected five projects under the IndiaAI program to advance real-time deepfake detection and strengthen forensic analysis capabilities.
