In an official statement, Microsoft clarified: “We are removing mechanisms that enable users to create local accounts during setup, as these are often used to bypass Microsoft account creation and may cause users to miss important setup steps.”

From now on, every new Windows 11 installation requires an active internet connection and authentication with a Microsoft account to proceed.

Many users actively sought offline installation methods for several practical reasons:

  • Reduced system advertisements and prompts for Microsoft services like Game Pass, Microsoft 365, and Phone Link
