DoT Introduces New Cybersecurity Rules to Combat Cyber Fraud

DoT Unveils New Cybersecurity Rules to Combat Rising Cyber Fraud

The Department of Telecommunications (DoT) has finalized new cybersecurity regulations, introducing a Mobile Number Validation Platform (MNV) to help banks and financial institutions verify customer identities and curb cyber fraud.

Key Takeaways

  • New DoT rules target cyber fraud via telecom-bank integration.
  • Mobile Number Validation Platform (MNV) to launch soon.
  • Banks can verify customer mobile numbers against telecom KYC data.
  • Rules apply only to licensed telecom entities, not e-commerce.

The regulations cover major telecom providers like Airtel, BSNL, Jio, and Vi (Vodafone Idea). While designed to combat fraud, some industry experts express concern that involving non-telecom firms could impact user privacy.

DoT Clarifies Regulatory Scope

DoT officials have clarified that the rules aim to integrate licensed telecom operators with entities like banks, financial institutions, and insurance companies. They emphasized that the DoT’s regulatory authority remains strictly limited to telecom companies and their licensed partners.

How the Mobile Number Validation Platform Works

The cornerstone of the new framework is the MNV platform. It will cross-check if a mobile number matches the user’s identity based on the Know Your Customer (KYC) details held by telecom companies. The platform is scheduled for launch in the coming months.

This system will allow banks and insurers to verify a customer’s mobile number during new account openings—a critical step currently missing. Presently, no legal mechanism exists for these institutions to confirm if the provided mobile number genuinely belongs to the account holder.

The DoT created the MNV platform specifically to close this security gap. It enables direct verification between banks/fintech firms and telecom operators to help prevent cybercrime. The department has confirmed that these regulations will not be extended to govern other sectors like e-commerce or food delivery platforms.
