Hagrama Mohilary sworn in as chief executive member of Bodoland Territorial Council in Assam

Amid heavy rain, Bodoland People’s Front (BPF) president Hagrama Mohilary was formally sworn in as the chief executive member (CEM) of the Bodoland Territorial Council (BTC) in Assam’s Kokrajhar district on Sunday.

Ravi Kota, chief secretary of Assam, administered the oath of office, affirmation and secrecy to Mohilary and deputy CEM Rihon Daimary.

Tridip Daimari took charge as protem speaker of the Fifth BTC Legislative Assembly, with the oath administered by Akash Deep, principal secretary of BTC.

“Do not think it is rain; it is a blessing from above. The BPF will work to fulfil its promises with the support of the Assam government. This rain is a sign of peace and success in our oath ceremony,” he said.

Chief minister Himanta Biswa Sarma said, “All citizens must love one another and live in harmony, regardless of tribe or community. Let us all work together for the progress and peace of BTC. I am confident that Hagrama will bring development and peace to BTC. The Assam government will support the BTC and the BPF in every way possible.”

United Peoples’ Party-Liberal (UPPL) could secure only seven seats in the 40-member House, election to which was held on September 22. While the BPF won 28 seats, the BJP got only 5 seats in the BTC election.

In the 2020 polls, BJP had won nine seats. UPPL was ruling the outgoing council in an alliance with the BJP.

The three parties had contested the 2025 council polls separately. BTC accounts for 15 Assembly seats and outside council Bodo votes are the determining factor in at least 10 Assembly seats.

Elections for 126 Assembly seats in Assam are due early next year.

The 2020 election to the 40-member council had resulted in a fractured mandate, with the BPF emerging as the largest party with 17 seats. However, the BJP and UPPL, supported by the Gana Suraksha Party, took power. The only Congress member in the council joined the BJP.

BTC is the Sixth Scheduled Council under the Constitution of India. In 2006 and 2011, the BPF was part of the Congress-led government in Assam. In 2014, before the Lok Sabha polls, the party parted ways with the Congress. In 2021, it fought the Assembly polls in alliance with Congress. It later started supporting the NDA in the state Assembly.
