Maharashtra Becomes First Indian State to Partner With Starlink

Maharashtra Partners With Starlink For Satellite Internet

Maharashtra has become India’s first state to formally partner with Elon Musk’s Starlink, signing a Letter of Intent to establish satellite-based internet services that will bridge the digital divide in remote regions.

Key Takeaways

  • Maharashtra is the first Indian state to partner with Starlink
  • Satellite internet to reach remote districts like Gadchiroli, Nandurbar
  • Commercial services expected by December 2025
  • Integration with Digital Maharashtra Mission and EV programs

Historic Partnership Announced

The Maharashtra government confirmed the partnership with Starlink Satellite Communications Private Limited on Wednesday. The collaboration will provide high-speed internet access to government institutions, rural communities, and critical infrastructure in underserved areas.

Digital Infrastructure Boost

Deputy Chief Minister Devendra Fadnavis announced the partnership on social media platform X, stating: “It was wonderful to welcome Ms. Lauren Dreyer, Vice President, Starlink in Mumbai today, where the Government of Maharashtra signed a Letter of Intent (LOI) with Starlink Satellite Communications Private Limited.”

He emphasized that the collaboration supports the state’s Digital Maharashtra Mission and will integrate with electric vehicle programs, coastal development initiatives, and disaster management systems.

Targeting Remote Districts

The satellite internet services will specifically benefit “remote and underserved areas and aspirational districts” including Gadchiroli, Nandurbar, Washim, and Dharashiv, bringing connectivity to regions where traditional infrastructure is challenging.

Starlink’s India Presence

Starlink, which operates the largest fleet of communication satellites globally, has already received necessary licenses and satellite authorization to provide telecommunications services in India. The company has signed an agreement with UIDAI for Aadhaar-based customer verification and opened its first Indian office in Mumbai.

Commercial services are expected to launch by December 2025, marking a significant milestone in India’s digital transformation journey.

Setting Digital Benchmarks

CM Fadnavis described the partnership as a “historic decision” that positions Maharashtra to lead India in satellite-enabled digital infrastructure. He stated: “This is a giant leap towards future-ready Maharashtra and setting the benchmark for Hon PM Narendra Modi Ji’s Digital India mission at the grassroots.”
