UGC 2026 Equity Regulations Spark Protests Over Quotas, Autonomy

UGC’s 2026 Equity Regulations Spark Nationwide Protests

The University Grants Commission’s (UGC) proposed 2026 equity regulations have triggered major protests from students and faculty, with critics warning they will disadvantage general category students and burden universities.

Key Points of Contention

  • New “Equity Index” formula for admissions and faculty recruitment.
  • Mandates promoting diversity through specific socio-economic criteria.
  • Stakeholder feedback invited until February 15, 2026.

Protestors argue the regulations will reduce institutional autonomy and impose unrealistic, complex quotas. Demonstrations have erupted outside the UGC’s New Delhi headquarters and several university campuses.

In its defence, the UGC stated the draft aims to “ensure equitable access to quality higher education for all sections of society, particularly the economically and socially disadvantaged.”

Political and Administrative Backlash

Opposition leaders have demanded an immediate withdrawal, calling the draft “divisive and arbitrary.” Several vice-chancellors have raised practical concerns about the logistical and financial strain of implementing the rules from the next academic session.

The ongoing row highlights deep divisions over affirmative action in India’s higher education system.
