The United States has imposed sanctions on several Indian entities and individuals for their involvement in Iranian petroleum and petrochemical sales, alleging these funds support terrorist groups and weapons systems threatening U.S. interests.

Sanctioned Indian Entities

The Treasury Department’s Office of Foreign Assets Control has added Indian nationals Zair Husain Iqbal Husain Sayed and Zulfikar Hussain Rizvi Sayed to its Specially Designated Nationals List. Maharashtra-based RN Ship Management Private Limited and Pune-based TR6 Petro India LLP were also designated.

Expansive Designations

The State Department is designating 17 entities, individuals, and vessels across several countries including India, Panama, and Seychelles. Concurrently, the Treasury Department is designating 41 entities, individuals, vessels, and aircraft in what officials describe as an intensification of efforts against Iran’s petroleum exports.

TR6 Petro’s Iranian Bitumen Imports

According to the administration, TR6 Petro imported over $8 million worth of Iranian-origin bitumen between October 2024 and June 2025 from multiple companies. The State Department said the company was designated for “knowingly engaging in a significant transaction” for Iranian petroleum products.

National Security Threat

“The funds generated by this oil trade are used to support Iran’s regional terrorist proxies and procure weapons systems that pose a direct threat to U.S. forces and American allies,” the State Department stated on November 20, 2025.

Broader Regional Impact

The Iranian regime continues to fuel Middle East conflicts to fund destabilizing activities, officials said. This behavior enables Iran to fund nuclear escalations, support terrorist groups, and disrupt crucial trade waterways affecting global prosperity.

U.S. Commitment to Continued Action

The State Department emphasized the U.S. will continue acting against maritime service providers, dark fleet operators, and petroleum traders involved in Iranian oil transport. The actions support National Security Presidential Memorandum 2 (NSPM-2), directing maximum pressure on Iran to deny resources for destabilizing activities.

“The United States remains committed to disrupting the illicit funding streams that finance all aspects of Iran’s malign activities. As long as Iran devotes revenue to funding attacks against the United States and our allies, supporting terrorism around the world, and pursuing other destabilising actions, we will use all the tools at our disposal to hold the regime accountable.”

The sanctions are being implemented under counterterrorism provisions specifically targeting Iran’s petroleum and petrochemical sector, marking a significant escalation in U.S. efforts to curb Iran’s oil revenue streams.
